INVESTIGATION DISCOLSE A MANDATORY REQUEST HAS BEEN DISAPPROVED DUE TO THE FACT THAT APPLICANT FOR SUPPLEMENTAL GRANT FOR COUNTY COURTHOUSE AND JAIL HAS ON HAND SUFFICIENT FUNDS TO COMPLETE THE PROJECT HOWEVER IF CERTAIN FEATURES ARE ELIMINATED AND OTHER FEATURES ADDED PUBLIC WORKS CONTENDS TAT A USEFUL PROJECT CAN BE COMPLETE WITHOUT ADDITIONAL FUNDS AND CONTENDS THAT SUFFICIENT FUNDS ARE IN THANDS OF SPONSORS FOR COMPLETION OF BUILDING.
